More than 2,600 teachers in Jammu and Kashmir are currently teaching students at all levels, even though they have qualifications below the secondary level. Interestingly, out of these teachers, over 1,700 are teaching primary level classes. Official figures reveal that a total of 2,685 teachers with below secondary level qualifications are involved in teaching.
At the pre-primary level in Jammu and Kashmir, there are at least 276 teachers with below secondary level qualifications who are teaching students. Additionally, it is reported that more than 66 percent, or at least 1,773 teachers, with below secondary level qualifications are teaching students at the primary level.
Official figures indicate that 540 teachers are teaching students at the upper primary level, followed by 88 teachers at the secondary level, and eight teachers at the higher secondary level.Meanwhile, a government teacher, who wishes to remain anonymous, has stated that according to government norms, a person should have at least a graduate degree to be eligible for teaching students at any level, whether it’s primary, upper primary, or secondary.
The teacher emphasized that both government and private school teachers should improve their qualifications to enhance their teaching abilities and ensure the welfare of students.
In 2021, the Government of India (GoI) reported that over 2,000 “untrained” teachers in government secondary schools in Jammu and Kashmir lack the necessary professional qualifications to teach. During a meeting between the Ministry of Education (MoE) of the GoI and officials of Jammu and Kashmir, it was revealed that based on UDISE 2018-19 data, there are 2,061 untrained teachers in government secondary schools who do not meet the required professional qualifications.
The GoI advised the Jammu and Kashmir government during the meeting to implement a policy to enroll these teachers in teacher education institutions, allowing them to complete professional courses and obtain the minimum qualifications. The GoI emphasized that all untrained teachers need to undergo professional training to comply with the regulations of the National Council for Teacher Education (NCTE).
Furthermore, the GoI informed the Jammu and Kashmir government that during the current year, all remaining untrained teachers, masters, and lecturers from the School Education Department will be enrolled in the B.Ed course through IGNOU (Indira Gandhi National Open University).
